Cash Gifting has been around since the beginning of currency, Cash Gifting activity come in all shapes and forms, even the US Constitution and Current IRS Tax Code, has provisions explaining the Giving of Cash. As long as no one is forced to give a gift, or has any expectation that they will be receiving anything in return, or consider the cash as an investment or a purchase, which does violate SEC rules, then the act of giving a cash gift up to $13,000 to any one individual is considered tax free money.
That is my understanding of what a cash gift is.
